Information and Communications needs and how to implement them

To democratize the process of developing technology for the US Social Forum, we have broken down this part of the proposal into individual technology "issues." We encourage people to add comments to the issues, letting us know what you think about their importance and our proposals for how to address them.

There are three "types" of issues:

1. Need - a "need" is a plain English description of what is desired. It does not include any technological language or suggestions for how to solve the need. All needs should be written so that they can be understood by people with limited technology experience.

2. Implementation - an "implementation" is a proposal for how to implement a particular need (once there has been enough discussion that we can feel we fully understand the need). Implementation issues are technical.

3. Bug - a "bug" is an issue that describes something that is supposed to work, but is not working.
